Le 19 novembre, pour les 70 ans du CNRS, la ministre et la direction du CNRS ont signé le Contrat d’objectif. On pouvait croire que cette signature scellait pour deux ou trois ans (pas plus, n’ayons pas d’illusions) la situation du CNRS, pas encore totalement éclaté, pas encore totalement vidé de ses fonctionnaires, bref une situation d’entre deux, une presque armistice obtenue après trois ans de bagarre avec un pouvoir le plus dur et le plus obstiné que nous avions en face de nous depuis très longtemps.

Mais, que se passe t il ? Nous attendions pour la mi-septembre la sortie de deux décrets, celui portant sur les nominations au CA du CNRS et celui sur le statut de l’organisme (le décret cadre). Aucun de ces deux décrets n’est encore publié. Sans personnalités nommées, pas de conseil d’administration. Celui-ci était prévu pour le 29 octobre, on l’a reporté à une date ultérieure, probablement le 4 novembre mais là encore suspense…

Déjà, on annonce aux 4 élus des personnels que le délai de 2 semaines pour convoquer le CA et lui communiquer les dossiers ne sera pas respecté pour clause d’urgence ! On peut faire des hypothèses sur ce retard ; une explication plausible : des désaccords sur la liste des nommés entre le ministère et la direction du CNRS. En tout état de cause, seule certitude : tout sera fait pour mettre en payement la prime d’excellence scientifique dès décembre 2009 au moins pour les médaillés ; il s’agit de ne pas décevoir le ministère.

Le décret cadre n’est lui aussi toujours pas publié. Là aussi une explication quasi certaine : le conseil d’Etat n’a pas accepté la variante dans le type de direction qu’avait proposé la présidence du CNRS : un président à qui on laisse le choix de se nommer lui-même PDG ou bien de rester président en nommant un directeur général. Un tel imbroglio statutaire a été refusé par le Conseil d’Etat qui a imposé un PDG. Mais d’après nos informations, l’équipe en place resterait jusqu’au terme de son mandat c’est-à-dire le 15 janvier 2010 et ne serait pas obligée de laisser sa place à la publication du décret.
