Le 2 juin 2008, au cours d’un Conseil des ministres, Nicolas Sarkozy annonçait une réforme visant à modifier la formation et les modalités de recrutement des enseignants du primaire et du secondaire. Cette réforme, couramment appelée mastérisation, s’articule autour de deux changements majeurs : recrutement des enseignants à bac + 5, suppression de l’année d’alternance rémunérée à bac + 4. Qu’un diplôme universitaire de niveau bac + 5 vienne valider la formation des enseignants apparaissait comme un projet non dénué d’intérêt. D’une part, cela avait le mérite de réparer une situation insatisfaisante, voire injuste : les enseignants sont de fait recrutés après cinq années d’études. D’autre part, cette idée ouvrait la voie à la possibilité d’un renforcement de la formation des enseignants tant sur le plan disciplinaire que sur le plan professionnel. Si l’idée avait de quoi séduire, les conditions de sa mise en application apparurent vite inconciliables avec les principes qui président à une formation des enseignants efficace et adaptée. De cette incompatibilité est née la contestation que l’on sait, et qui n’a eu de cesse de s’accroître face aux choix catastrophiques de cette année.
Rappelons les éléments à charge. La disparition de l’année d’alternance à bac + 4 et le report d’un an de l’entrée dans la vie active des futurs enseignants constituent un péril pour le renouvellement de la profession : beaucoup d’étudiants ne se lanceront pas dans l’aventure pour des raisons essentiellement financières, et la base sociale du recrutement des enseignants risque fort de se restreindre. En outre, on voit se dessiner la perspective de la création quasi immédiate d’un vivier d’enseignants non fonctionnaires (reçus au master et collés au concours) que l’État pourra embaucher sur des contrats précaires en fonction des besoins des établissements. Aujourd’hui, l’année d’alternance se voit dissoute dans un cycle de deux ans et s’organise autour de la préparation aux épreuves du concours (écrits au début de la deuxième année et oraux à la fin). Dans cette configuration, la formation professionnelle occupe une portion plus que congrue (108 heures de stages en tout et pour tout). À l’issue de ce cursus, les lauréats du concours enseigneront l’année suivante à plein-temps. De courtes périodes de formation leur seront proposées pendant lesquelles ils pourront se voir remplacés par des étudiants encore en master (non diplômés, donc). Quel bricolage ! Pauvres élèves !
